I guess so. Still feels a bit... awkward that Sega can't develop or produce their own classic games. Sure, it's better than nothing, but it kind of makes Sega look a bit incompetent, with it's only saving grace being they allowed third-party companies to develop and produce their IPs.

It's not that Sega can't, pretty sure they can if they want, they just don't want to.
They prefer to put their classic games in their Yakuza/Like a Dragoon games.
Have you played Like a Dragon: Pirate Yakuza in Hawaii?
That game has Space Harrier 3D, Poseidon Wars 3D, Star Jacker, and The Ocean Hunter in it.

But it still shows a lack of confidence on their part.
What if Nintendo only stuck with Mario, Zelda and Pokémon while games like Kirby, Metroid or Pikmin are given to third-par4ty developers and producers simply because Nintendo aren't confident with them any more despite being their own IPs? Or have a new Super Mario game where Mario has past Nintendo consoles in his house where you can only play such classics?

It's not clear whether about lewdness level, the characters being underage, or the gore level (these games have lot of bloody scenes afterall).
They just rejected right away saying it doesn't met with Nintendo’s content guidelines.
Nintendo (western part) wasn't this restricting before but since last year they already rejected FIVE games to be localized in the west while Sony Playstation version were released just fine without problems.

It's kinda ironic though. Usually Playstation was the one who rejected "problematic" games from Japan but right now they're kinda ... calm. I don't know why Nintendo of America is the one's going backward this time.
