Shining Force: Heroes of Light and Darkness is no longer in development

Its said that the reason that Shining Force: Heroes of Light and Darkness has suspended development is because the lack of funds and how long the negotiations for the Shining Force IP have taken with SEGA.
According to Game Braves, SEGA never finalized the use of the Shining Force IP or at least full use of the IP.
We know many classic characters were making their return in this game but the company also wanted to make original characters.

Yes. In fact it used to be but Shining Force series relied on Camelot while relationship between Camelot and SEGA wasn't good anymore after SEGA refuses to localize Shining Force III Scenario 2 & 3.
(to get the true ending we need all three episodes and only Scenario 1 was released in the west)

What's once considered as SEGA's loyal second party, since then Camelot decided to move away from Sega completely and have since worked mostly for Nintendo.

Although Sonic! Software Planning was established with an investment from Sega, and took its name from Sega's most popular mascot.
