Because the reveal of Game Gear Micro was sometimes later.
They kinda like went with happy 60th anniversary first with Sega Shiro and  "GO SEGA" logo campaign.
And then ended up by : "Please buying this console specially released for this anniversary : Game Gear Micro!"

SEGA Western of course treat "GO SEGA" campaign differently with giving away free games for Steam.
It worked fine in the west but in Japan it only has minimal effect since more people playing on consoles than on Steam.
They'd prefer the Game Gear Micro release.

This one time "Comeback" isn't the first.
Remember when Segata Sanshiro come out in Tokyo Game Show 2015?
People assumed big when it's just really one time advertising.
He's there only to promote the game he's starred in : Project X Zone 2, nothing more.

It still a waste of good marketing. Why stoke audience/consumers hopes up just to dash it all?

It served its original purpose.
SEGA of Japan was happy with the sales result.
The target audience / market target (Japanese gamers) was happy with GG Micro.
The unhappy ones were just the oversea gamers which were not supposed to have anything to do with it.
I still blame the gamezines who blew it out of proportion and made clickbait titles about it.

I'm getting Digimon/Monster Rancher vibes from it.

It reminded more of Mischief Makers for Nintendo 64.

Yeah, especially since SEGA isn't interested in Mini Consoles anymore, at least its CEO.

Sega's Western CEO Isn't Interested In Saturn And Dreamcast Mini Consoles: "We are not a Retro Company."

Quote
Speaking to The Guardian, Shuji Utsumi (the current CEO of Sega America and Europe) – who helped launch PlayStation in North America before joining Sega in 1996 – stated that resurrecting older hardware isn't something he's looking to do:
I’m not going for the Mini direction. It’s not me. I want to embrace modern gamers.
We are not a retro company. We really appreciate our legacy, we value it, but at the same time, we want to deliver something new – otherwise we’ll become history. That’s not what we’re aiming for.
The Guardian later approached Sega for comment on the topic of mini-consoles, and the company reconfirmed what Utsumi said – it has no plans to make more of them. This reaffirms the messaging that has previously come out of Sega's ...

That's a pity.
Had a chance for more Sega Shiro, but doubt they would've bothered even if mini consoles came through.

That's depended on the marketing team. Are they still the same persons or not. Will the mini console targeted only to Japanese market or not.

Well, I don't see why Japan can't do it's own marketing if it's released globally. I think the question is, is Sega of Japan aware of Segata Sanshiro's popularity across the world?

Actually Japan is like an isolated world.
Every movies or games have to be dubbed in Japan if they want to get their share of Japan market.
Most of them couldn't speak English.
Most of them nowadays also don't have a clue that their country ever invaded and colonize Indonesia back in 1942.
They tried to erase their dark history and live safely in their own bubble.
