At first I thought it was gonna be a Fallout-like game, as in Sega's own post-apoc dystopian game and would be interested in playing from the perspective of a survivor.

But no, turns out to be another real time strategy colony game. Isn't that their fourth or fifth one now?

Even if it would of been a rip-off of Fallout 3 or 4 it would of been interesting for Sega to make their own post-apoc game like that.

They already have their own post-apoc game.
Different genre, far from Fallout-alike, but still .... :

Come to think of it, has Sega ever made a dystopian game?

Sega technically didn't make those. Platinum Games did. Which means like Bayonetta they might be published by Nintendo if they wanted to.

I mean like anything Sega personally made. Like.. I dunno, I guess the world of Panzer Dragoon.

I'm asking because what if there was an old Sega game that Sega could turn into a first-person custom character adventure? Like Fallout and Elder Scrolls.

Not only just because they want to. It still has to be allowed by SEGA.
SEGA's technically own the franchise even though if it's made by the developer.
Same things with Ecco, Shenmue, Eternal Champions, and Toejam and Earl.
Maintaining franchise isn't cheap, that's why the one who did it usually the publishers, not the developers.

Jet Set Radio then.
Jet Set Radio take place in a dystopian police state, right?

Like Fallout and Elder Scrolls.

Other than Phantasy Star Online series & as buddy in Sonic Forces,
I don't remember there are other SEGA games that the main character were us as customized player.
May be on other genre (RPG, racing, sports), but not on action adventure.

A Jet Set Radio game where we can play as a custom rudie would be cool.
