Sega technically didn't make those. Platinum Games did. Which means like Bayonetta they might be published by Nintendo if they wanted to.
Not only just because they want to. It still has to be allowed by SEGA.
SEGA's technically own the franchise even though if it's made by the developer.
Same things with Ecco, Shenmue, Eternal Champions, and Toejam and Earl.
Maintaining franchise isn't cheap, that's why the one who did it usually the publishers, not the developers.

I don't remember there are other SEGA games that the main character were us as customized player.
May be on other genre (RPG, racing, sports), but not on action adventure.
