Originally scrapped but restored in 2012 ports, Honey drew praise from creator Masahiro Sugiyama and sparked fan excitement with memes and hopes for her return. So, will it be a spin-off game like Virtua Quest was, or will it be the sequel to Virtua Fighter?

As you can see the word "Virtua" has VI on different color so it's definitely the sequel, Virtua Fighter VI.
Just like Street Fighter VI, VF Crossroads will also have both story and arcade mode.

Arcade mode will have 16 fighters to choose from (they were blurred in the screenshots but we knew that Akira, Pai, and Wolf will make a comeback)

while the long story mode will have 4 fighters (Cielo, Stella, and the other two) to choose from but you can meet the other 12 fighters during the story.

VIRTUA FIGHTER CROSSROADS Showcase Video

Quote
“The use of firearms in this city will be punished by death.”

In the year 20XX, the Arma Carta ended an era of bloodshed in Vilasapara, allowing the crime syndicates operating there to establish a tenuous balance. Until now.

President Bato has made Vilasapara a key part of his reelection campaign, as he positions the city’s “Vila Fight Fest” as the solution to the country’s economic woes. He seeks to bring the underground fighting tournament to the world stage as a national sport. His plans are probably unrelated to the recent series of attacks on martial artists by a man dubbed The Bakunawa Killer, but who can truly say.

It is at this crossroads that the fates of four strangers will intersect, causing phantoms from decades past begin to stir… and changing the city of Vilasapara forever.

Known as the “City of Martial Arts,” this island city is composed of multiple distinct districts, including a walled central city, entertainment districts, and ...

Why everybody keep saying it's a reboot? SEGA never said that.
What they say it's a reborn, in term of gameplay and atmosphere.
The story itself is a sequel of Virtua Fighter 5 and noticeable on how Wolf, Akira, and Pai look older in the trailers.
Lau chan and Shun Di are probably already dead of old age.

I'm not "everybody", that's why I am asking for clarification.

Hm... Vilasapara. Y'know, I always liked to imagine a place called "Virtua City", a sort of metropolis where all the "Virtua" games collectively take place. And maybe, Sega treats it as a nexus point for various Sega characters, just like how "CN City" is both a city and nexus point to various Cartoon Network characters. I also notice Sega has always had an affinity for metropolises, such as the city in SegaGaga, the Boulevards in Sonic Riders: Zero Gravity and 404 GAME RE:SET.

Virtua Fighter perhaps being the exception given the World Fighting Tournament is international than the one place, and whenever Virtua Striker or Virtua Racing has football stadiums or race courses set in other countries, but the events behinds those games, and maybe Judgement Six as well, could be headquartered in Virtua City.

Vilaspara seems to be a nice place, but what are the Virtua Fighters from all across the world doing in the one place? Could J6's actual headquarters be located there instead?

Yes, I'm glad that you're asking instead of stating that it's a reboot. It's just social media are sometimes too much for me to handle. I have too many pointless debate there, I really should stopusing them but SEGA-related news are always coming first from there.
About Vilasapara, I guess Vilasapara's our Virtua City now.
They said Vilasapara's fictional city based on cities in Sout East Asia (mainly Philippines though), so I wonder if we could get a glimpse of Indonesian culture in it.

We still don't know who the enemy in Crossroads.
It could be J6 but it could also be an entirely new villains.
But if all Virtua Fighters from all across the world suddenly come to Vilaspara then it would make sense if J6's new base is there.

Since Virtua Fighter has fighters from various places from around the world, I wonder where they will fit in around Vilasapara, if they just so happen to be there.

I'm guessing it will be J6 because despite the five past games, we hardly know anything about them other than:
  • They hosted, or sponsored the World Fighting Tournament.
  • They World Fighting Tournament was a front to collect data on the various fighters to make Dural.
  • They occasionally sent an assassin to kill some fighters, or to be fighters themselves.
We dunno who they are, other than there are six of them and that they govern various industries, media and militaries around the world.
