So I found out Shinobi (2002) was originally planned to be for the Dreamcast before it's discontinuation and moved onto the PlayStation 2.

In Sonic Generations, Seaside Hill was included as the third stage of the "Dreamcast Era" despite Sonic Heroes released for XBox, PlayStation 2 and GameCube.

Would you say all Sega games released for sixth-generation consoles could be regarded "Dreamcast-era games"? Regardless if those PS2, XBox and GameCube games were ever on the Dreamcast or not.

No, Dreamcast era ended in 2001 when SEGA refuses to put Virtua Fighter 4 (2001) into SEGA Dreamcast and choose to make it for PS2 instead.
They could release for both PS2 and Dreamcast (it would at least be a nice swan song for Dreamcast) but they already gave up with Dreamcast.

Well, the thought came to me when I read that Shinobi was originally meant for the Dreamcast, not the PS2 and how Seaside Hill was still lumped with the Dreamcast-era of Sonic games.

It also got me thinking of Shadow's game which my gut feeling sys they recycled Sonic Heroes to make that game, as well as the fact it's a sixth-gen console game.
