My guess, they wanted to stick with Sonic's "Reach goal ASAP" format that they had since Sonic 1-3K. Saturn's Sonic Adventure would've likely be lacking in a lot of content compared to Dreamcast' Sonic Adventure. Such as sub-games, Twinkle Circuit or platforming puzzles etc. Maybe even no E-102 or Big.
That made sense. May be they're trying to make SA2 more appealed to international fans who love to go fast.
Japanese fans on the other hand prefer the exploring thing though, that's why Sonic Frontiers was such a hit there while other Sonic games (CrossWorlds and Shadow Generations included) were struggling.
It was the most highly anticipated Sonic game in Japan when the gameplay trailer released, helping it achieve strong sales upon its November 8, 2022 release.
