I didn't know of this "Super Game" initative, so no loss if I didn't know. But sounded like Sega really wanted a foot in the AAA-market but couldn't afford it. Though, isn't Yakuza their usual triple-A listers?
"Super Game" initative is kinda like their "free-to-play" games strategy.
Like PSO2NGS but the gameplay aren't MMORPG of course, for example: MMO Racing Game for Crazy Taxi.

The budget is like making AAA-games because they got have a strong dedicated server to maintain and it's expensive.
They abandon this strategy now and back to full paid titles ... like Yakuza Kiwami 3, Sonic Frontiers, and Persona 5 Royal.
