Yeah, especially for Sonic Racing: CrossWorlds since it's a high budget game (with many licensing attached to it).
I don't know why CrossWorlds' sold below Team Sonic Racing but may be because Team Sonic Racing is a full experience game while gamers wait until all characters in Sonic Racing: CrossWorlds (a.k.a waiting strategy for "definitive editions") appeared.
Same thing's probably happened with Shinobi. Some fans wait until definitive editions (which contains All DLCs) appeared.
 
Sega recently admitted to investors that critically acclaimed games often see a sharp drop in post-launch sales because players anticipate upgraded re-releases (like Persona 5 Royal, Sonic Mania Plus, or Shin Megami Tensei 5: Vengeance) will hit the market a few years later.
Sega fans holding out for "definitive editions" are actually causing a financial headache for them.

how can Sega fix this problem for Crossworld, Shinobi and future games? Especially with Virtua Fighter Crossroads, Crazy Taxi: World Tour, Jet Set Radio and other games on the horizon.

Another thing I don't get is, if their collaboration with Retro-Bit is legitimate and the controllers they made are officially licensed, why not promote those more as well? Have Shinobi:AoV respond to six-button controllers, or Sega could commission Retro-Bit to make special promotional controllers?

Or, just put more promotional stuff on Sonic Racing CrossWorld or even Fortnite. I can't imagine Sonic in Fortnite, but various Sega characters, sure.

Unfortunately putting old games as compilation won't attract new fans.
Take example back then with Sonic Jam for SEGA Saturn, it didn't attract many new Sonic fans in Japan eventhough SEGA Saturn is very popular there. Sonic Adventure and Sonic Frontiers are the games that attract many new Sonic fans in Japan.

That's what I think.
Kinda like they compete with their own brothers/sisters.
Even here for event limited-time merchs, Persona merchs are always the one who sold out first in SEGA booth, usually followed by Project Sekai/Hatsune Miku: Colourful Stage. Not Shinobi, Yakuza, or even Sonic (but the numbers Sonic merchs are always more than others so it's understandable).

What about the Sega All-Stars series, can't they release a new game that could garner more attention to their older IPs?

I think they're testing the possibility of releasing it again with Sonic Racing CrossWorlds.

Modern : Ichiban, Majima, Aiai, and Joker
Mobile : Red and Hatsune Miku
Comic : Tangle and Whisper
Dreamcast : Amigo and Axel
Saturn : NIghts and Sakura (rumoured)
Mega Drive : Arle and uh ... Classic Sonic
Master System : -

And also Sonic Rumble Party with Fantasy Zone, Altered Beast, Pengo, and Bonanza Brothers.



But since both CrossWorlds and Rumble sale numbers didn't meet their expectation so don't hope much for that soon.
