Yes, but they were usually only consisting base game. No DLC-related (like new characters or new progression of the story) included.
Ah yes. So when PSO2 was finally released on Steam, that was big news. I imagine those servers converted to the official versions.

Unfortunately no, JP version and Global servers (including Steam) of PSO2 (including NeGS) do not use the same server. They are completely separate, managed independently, and do not share player data, accounts, or character progression. We cannot use a SEGA ID from the Japanese version to log into the Global version.

Yes. If they played the international/western version they have to start from zero again with a new account and that's why most of them still stick to their old Japanese account.

I see. Are they non-transferable? Some MMORPGs offer transferring accounts from one server to another... but usually at a cost.

Nope. Also do you know back then long before the game goes western in 2020 there's already an english version exclusively for us in South East Asia?

Yep, thanks to Playpark (Asiasoft), we've already played Phantasy Star Online 2 six years before international release.
Unfortunately although it was popular, the service was discontinued due to problem of the licensing agreement between SEGA and Playpark.
It's operated for approximately three years, launching in early 2014 and closing on May 26, 2017.

And even our account on this SEA PSO2, which is already in english, could not be converted to international version (or JP version). They're non-transferable.

Well, it sucks it had gone, but it's cool it was there and catered for English players.

Blame Sony. They refused to help SEGA approached Sony for assistance about server in bringing PS4 and Vita version of PSO2 to the West. Thankfully Microsoft stepped in (although 10 years too late) with their "Microsoft Azure" cloud server (which's also used by PS4 and PS5 version of PSO2 too one year later).

In western at least. In Japan SEGA released a lot of Playstation exclusive games, including Yakuza games.
Somehow SEGA of America/Europe decided to port those to XBox One and after that they games' coming to Steam and Switch too.

Well, I remember playing Sonic '06 on both XBox 360 and PS3 once. The XBox version played smooth while PS3 stuttered like heck.
