It's still a risque move, there's a reason why Square back then didn't want to bring Final Fantasy IV and V to the west.
Also this is still one side of the story, we haven't heard from SOA's side.
True. But the risque move paid off?
There's a probability they're going to bring them back with better emulator / packaging.
Perhaps, if they're going to re-release the Sega Genesis Mini as well as other miniature consoles... But what about PC players?

For Phantasy Star IV's case yes, but generally 16-bit RPG on western didn't sell as well as sport titles (in US) or platformers (in Europe).
After few years passes (in 32-bit era) then western gamers have started to notice RPG's charms while their 16-bit sport titles have aged badly.

Perhaps, if they're going to re-release the Sega Genesis Mini as well as other miniature consoles... But what about PC players?

It's just a speculation, there are many other speculations too.
May be SEGA of Japan are preparing SEGA® Mega Drive Classics™,  SEGA® Saturn Classics™, and  SEGA® Dreamcast Classics™ for all system with different developer.
Did you know that SEGA® Mega Drive Classics™ were only released in western, not in Japan?

See? Same with most western gamers back then.
That's why western publisher were hesitant to bring RPG to the west (also localization costed a lot lot more compared to normal platformer / puzzle / sports games).

I did not know that. I would hope a Master System-Saturn project will replace it.
