We'll have to wait and see. I doubt there be a function to get out of your car and explore on foot, but I hope there will be a "free drive" mode for casual exploration.
It's probably doable in Side Missions & Odd Jobs Mode, they're the cozy aspect of the game.
Here's the five modes that we knew (still could be changed in the final version though) :
Arcade Mode: The classic, high-octane race against the clock to pick up and drop off passengers as fast as possible for maximum cash.
World Tour Campaign / Story Mode : A globetrotting story campaign where Axel tries to recover his stolen car from international thieves. It includes side missions, quirky characters, and open-world exploration across five cities.
Side Missions & Odd Jobs Mode: Varied challenges spread across the dynamic maps that test specific driving techniques like drifts and crazy stops.
Pickup Race Mode: A competitive race for up to six players featuring rulesets like Standard Race, Precision Stop Race (smaller drop zones), and Spike Race (hazard avoidance).
Cops 'N' Cabbies Mode: A team-based chase battle where players split into sides to play as police officers or cab drivers.
For an anime from the '90s, it's a bit surprising how still popular it is today. Unless Neon Genesis Evangelion had some reboots or new movies I am unaware of.
