It's because SEGA never considered Outrigger as a success.
Dreamcast version's selling relatively very very low numbers afterall (roughly 40,000 units combined in Japan/US) during the Dreamcast's final days.
That's why I doubt their higher-ups would give a greenlit for any sequel plan if there's any so they make a new one instead.

I'm starting to wonder if I see opportunity where Sega and perhaps most do not... or I simply have bad ideas.

UK is far away from Japan where the SEGA higher-ups live and both of countries have a very different culture so your ideas might be worked in your region but not here.



For example Yakuza and Persona games topped charts here in Asia (especially Taiwan and South Korea) but they rarely showed up in UK Charts.
SEGA games that landed in UK Charts were always Sonic, Total War, and Football Manager.

As a British person, I admit i don't fall into the stereotypes. Not a fan of football, not a fan of tea. If anything, I complain a lot about my country... but that's probably regarded a rather British thing to do.

I'm sure others complain a lot about their country too ... unless when there's a war / cross-border tensions / diplomatic friction / olympiade / sports tournament against another country, that's when they became a nationalist.

Hideki Sato, Father of Sega Hardware, Dies at 75

Sato joined Sega in 1971 and led development of major home consoles like the SG-1000, Master System, Mega Drive, Saturn, and Dreamcast over three decades.
As R&D director from 1989 and later president, he pushed innovative designs, such as the Mega Drive's powerful 68000 processor that enabled Sonic the Hedgehog's speed.
Composer Yuzo Koshiro paid tribute, saying none of his Mega Drive soundtracks would have been possible without Sato's consoles, while fans reminisced about blasting through levels and shared vintage photos of him with prototypes.

Basic Fun!/Arcade1Up show off a brand new Sonic the Hedgehog home arcade cabinet at Toy Fair 2026

Arcade1up, hot off of their recent acquisition by Basic Fun!, have come to the International Toy Fair 2026 in New York City to show off their latest home arcade cabinets releasing later this year. This includes a new Ms. Pac-Man cabinet with the usual Namco arcade classics and a new WWE Wrestlefest cabinet featuring that game and a few other classics by Technos Japan, but the most relevant for us is their 3rd and most recent collaboration with Sega (And probably their least exciting to date): a Sonic the Hedgehog arcade cabinet. This is an all-new original upright cabinet that, so far, features Sonic the Hedgehog, Sonic the Hedgehog 2, Dr. Robotnik’s Mean Bean Machine, and Sonic 3D Blast.
Despite these games having no prior history in arcade settings ...
