Sonic The Hedgehog 4 Can't Bring Back Shadow Without Creating Some Problems

they don't HAVE to bring Shadow back in the fourth movie. Same goees for Dr. Robotnik. Dr. Robotnik is the staple villain of the series but he doesn't have to be the antagonist of every film in the series.
Dr. Robotnik is "pressumed dead" now, let another villain take the league and have Dr. Robotnik revealed to be alive by next film, or at least 4's mid-credit or post-credit teaser.

Same can be for Shadow. He's confirmed alive by post-credit teaser, but doesn't mean he has to return straight-away in Sonic 4. But, they can at least give him a TV series to explain his absence in Sonic 4.

TV series with Keanu Reeves would be too expensive for television series budget.
May be they can do Shadow the Hedgehog movie spin-off instead with movie budget.

in "Sonic Drone Home", Tails and Knuckles had different voice actors and no one seemed to had mind.
But, I've noticed that in some interviews and actors response over the Sonic films, they seem to enjoy and genuinely like voicing for the characters than just seeing it as a pay check.
Jim Carrey said he would like to retire from making movies, yet not only is he invested in his role as Dr. Robotnik, but Sonic 3 was his highest grossing movie since Bruce Almighty.

So maybe Keanu Reeves, one of the nicest actors I know, would "want" to continue voicing Shadow, even for TV spin-off series, if he has fallen in love with his role as Shadow the Hedgehog.

(I mean, he and Shadow has a lot in common. They're both badasses, both firearms experts, both are immortal.)

Oh yeah, you're right about Sonic Drone Home.
There is a reason why Iron Man, Captain America, or Thor don't show up in the TV series (and got voice recast for the animated What If series).

Of course it'll hurt if there is a probability the actor could be offended.
You're going ask with money offered too, not just ask for nothing.
If the money is too small the actor could be felt insulted, but if it's too much it would hurt the TV series budget.
Voice recasting is the safer and cheaper option.

The only news about SEGA related movies is just words from SEGA veteran and the company's current COO and president, Shuji Utsumi, but it's just telling his past and it's not even SEGA franchise.

He once pitched an idea for a Crash Bandicoot movie but nobody in movie business wanted it.
"When I started to get involved in the video game business, I picked up Crash Bandicoot and started asking some of the movie studios if they were interested in turning that property into a movie, but I was treated like… 'hey, video games is like a toy business'. They didn't really take it seriously."

To be fair, video game movie adaptions were extremely hit-and-miss back then, mostly miss. They probably didn't want another Super Mario Bros. film on their résumé.
