It is. May be later it could meet up the expectation after the game's got holiday sale again where all characters are already available.
Some Sonic fans still considered Sonic Racing: Crossworlds the most expensive game in the Sonic franchise so they wait for a sale.
And they're not wrong since the game's having a high $70 standard price and a $90 deluxe edition when it's launched.
Compared that to Sonic Forces & Lost World ($40) or Sonic Frontiers or Unleashed ($60).


Mario Kart World was also sold in packs along with Switch 2, that could also account for bulk sales for MKWorld that Crossworld could not.

Hypothetically speaking, if Sega still made consoles to this day and sold Crossworld with their latest consoles as a pack, they could be making the needed millions also.

Could the fact Sega are video game developers and no longer the console corporate titans they once were being factors? Because it still seems like Sega are trying to compete against Nintendo despite the disadvantage they are at.

I don't think that's a factor since even back then Dreamcast games sales were still far below Nintendo64 games.
It's just Nintendo fans are too devoted.
They always pre-ordered and bought almost any mainline franchise Nintendo brought.
Unlike Sonic fans who mostly waited until the game goes into Summer or Holiday Sale.

Also first party Nintendo games rarely go on sale.
If it does go on sale, it's never much anyway.
That's also a factor why Nintendo fans rarely waited for sale too,
Like it or not, Nintendo's proven to always consistent in focusing on long-term value, high demand, and maintaining a premium brand image, rather than relying on quick, discounted sales.

That's one way to say it but yeah. From business perspective, giving discounts can be dangerous because it devalues the brand, erodes profit margins, and trains customers to wait for sales, often leading to lower long-term customer lifetime value.
People who wants to buy Ferrari or Lamborghini cars never wait for a sale, they just go for it when they have the money. The die-hard Nintendo fans are like that.

Even I am guilty of this. I waited for a sale for Crossworld because I figured the prices were too high.

If you ever read that Sonic games has more units sold and downloaded than Mario, it's because they counted free games like Sonic Dash, Sonic Rumble, and Sonic Forces Mobile.
For paid games that's released every year, Mario is still unbeatable.
SEGA might (sometimes) beat other third party game companies like Capcom, Bandai Namco, or Activision.
But still far if it's compared to Nintendo or Sony.
