The PC version of the game will be hitting Western shores in early 2013. The Vita version has yet to be announced for a Western release.

You’re leaving out alot of info in the article. One of the most important features and selling point is going to be crossfplatform play between vita and pc. I quote from http://bumped.org/psublog/phantasy-star-online-2-vita-version-preview-and-concert-announcement/ :

This wasn’t really an article, lol, just the posting of a gameplay demo for PSO fans to check out.
As far as an article fully “revealing” the Vita version and going in-depth with its features and its compatibility with the PC, I think some of the PSO fans on staff could do it far more justice than I could.
